HoI4 is much easier to just pick up and play. I would personally recommend HoI4 of these two. In EU4, there's a lot more freedom in the gameplay, but there is so much to learn. However, due to the high effort needed to play EU4, it can be so much more rewarding and fun.

Eu4 might have much more buttons and sliders compared to hoi4 but the base mechanics are quite simple. The cool thing is that even after 400hrs you still learn new things. Most different between the two are the diplomacy i would say. I learned CK2 first, so EU4 was a lot easier for me to pick up than HOI4 is.
